سریال “همگی محاصره شدید” به بررسی اتفاقات پیرامون چهار کاراگاه تازه کار حدوداً بیست ساله که در ایستگاه پلیسی واقع در محله گانگنام سئول کره جنوبی مشغول به کارند می پردازد. ۴ پلیس تازه کار عبارتند از یون دِکو (لی سونگ گی) ، او سوسان (گو آرا)، پارک تِه ایل (آن جه هیون) و جیکوک (پارک جانگ مین) که برای اولین روز کاری خود به اداره پلیس گانگنام آمده اند. هیچ کدام از این کاراگاهان حتی در خواب خود نمی دیدند که روزی تبدیل به یک کاراگاه بشوند.در ادامه آنها سئو پان سئوک (چا سئونگ وُن) را برای اولین بار ملاقات می کنند. سئو پان سئوک مدیر بازپرس گروه شماره ۳ است. یون دکو کسی است که ۱۱ سال پیش در پرونده پان سئوک مفقود شد، و حال با تغییر هویت وارد این اداره شده است تا با رسوایی پان سئوک انتقام مرگ مادرش را بگیرد. در پرونده ۱۱ سال پیش که اولین پرونده پان سئوک بود، مادر یون دکو که تنها شاهد پرونده بود به قتل رسید. بعد از قتل مادر یون دکو ، قاتل به خود یون دکو نیز حمله کرد. وی بعد از فرار به پان سئوک که تنها کسی بود که از موقعیت مکانی اش با خبر بود مشکوک گردید.
